How to Pay for Home Care in Indiana

Jump to a state to see its Medicaid programs, waivers, and other ways to help pay for in-home care.

This directory lists Indiana-specific and federal payment sources that can pay for, reimburse, offset, or help plan for home care. Some are direct payment sources; others are indirect supports that reduce the amount of private home care a family must buy. Indiana's strongest state-specific pathways include the PathWays for Aging Waiver with INCharge self-direction, the Health and Wellness Waiver for younger adults with disabilities, CHOICE state-funded aging services, Family Supports and CIH waivers for intellectual/developmental disabilities, PACE in participating service areas, and various cost-offset programs, and VA benefits are broken out because they can be one of the strongest payment pathways for eligible Indiana veterans and surviving spouses.

  • Planning Point

    Why It Matters

  • The old Aged & Disabled Waiver is no longer one statewide age-neutral track

    Indiana split the Aged & Disabled Waiver on July 1, 2024. People age 60+ generally use the PathWays Waiver; qualifying people age 59 and under use the Health & Wellness Waiver. Do not apply old A&D labels or enrollment routes without checking the person’s age/program.

  • INCharge self-direction spans five waivers

    Indiana’s current INCharge option covers selected services on PathWays, H&W, TBI, FSW and CIH. A participant may hire friends, family members or neighbors, but a spouse or legal guardian cannot be a self-directed worker; parents of minor children also cannot be self-directed workers.

  • Structured Family Caregiving and Attendant Care have different family-worker rules

    PathWays states that family members can be paid under Structured Family Caregiving. Indiana’s LRI guidance separately states that legally responsible individuals cannot provide Attendant Care. Verify the exact relationship and service before assuming a spouse/parent can be paid.

  • PathWays Dual Care began January 1, 2026

    The FIDE SNP option integrates Medicare and full Medicaid for eligible members. It is not a separate HCBS waiver and has exclusions for people in certain other waiver/program groups, including PACE.

  • Use the 2026 HCBS financial figures, not older 300%-SSI dollar amounts

    Indiana’s current eligibility guide lists up to $2,982 monthly income for disabled individuals eligible for HCBS waiver services and a general asset test of $2,000 single / $3,000 married. Waiver/patient liability and spousal impoverishment rules can materially change the result.

  • CHOICE is a payer of last resort

    Indiana says CHOICE funds may not be used when Medicare, Medicaid or other funding is available for the need. There is no income limit, but cost sharing can apply; the current asset cap is $250,000 with an additional $20,000 countable-asset exclusion.

  • PACE is powerful but not statewide

    PACE includes home health and personal care, but a person must live in a participating service area, be age 55+, meet nursing-facility level of care and be able to live safely in the community at enrollment.

  • EAP is seasonal and currently closed

    As of August 2026, Indiana’s PY2026 Energy Assistance Program application period is closed and the state says it will reopen in fall 2026. Treat EAP as a seasonal cost offset, not an immediately open application pathway today.

  • A temporary HCBS provider enrollment moratorium started August 1, 2026

    Indiana obtained CMS approval for a statewide initial six-month moratorium on new HCBS waiver provider certification/enrollment covering CIH, FSW, H&W, TBI and PathWays services. This does not eliminate beneficiary eligibility, but it may affect new-provider options and network expansion.

  • Indiana is in VA Community Care Network Region 2

    Region 2 is administered by Optum Serve. Routine community care generally requires VA referral/authorization; do not assume a private home-care provider can bill VA without it.

  • HoosierRx, MSP, SNAP and tax/utility programs are cost offsets

    These programs usually do not pay a caregiver directly, but reducing premiums, prescriptions, food, utilities or property taxes can preserve cash for privately paid care.

  • Coordinate benefits before changing payroll, assets, housing or insurance

    Family-caregiver employment can affect taxes and benefits, and Medicaid long-term-care eligibility has transfer, resource, income and spousal rules. Get program-specific or qualified legal/financial guidance before major spend-downs, transfers or loan decisions.
